Rules we always keepFixed

Minimum data: Under 30 impressions, only the indexing and search demand rules run.
Wait after a change: 28 days before we judge it or change that post again.
Pruning: Nothing younger than 90 days is merged or deleted.
Refreshes: We never change only the date. A refresh changes the content.
